The purpose and intent of this chapter is to provide rules and regulations regarding the use of city parks and recreation facilities, for protection of the public health and safety, for general welfare of the residents of the city and users of parks, open space, public rights-of-way and recreation facilities. These rules and regulations are necessary to insure that the parks and recreation facilities are maintained in a manner consistent with the broadest use thereof by the residents of the city. Unless otherwise stated, the provisions of this chapter apply to any city park, open space and recreation facility.
