No building permit shall be issued pursuant to the terms of this chapter, nor shall any persons perform any act or thing, the doing or performance of which requires a building permit under the provisions of this chapter, unless proper public sidewalks are already in existence abutting the permittee's property, or unless the permittee's plans for the proposed construction or alterations include plans of the installation and construction of such sidewalks. Any such sidewalk must be completed within 30 days after completion of the permitted construction or alteration.
