The following sections of the Municipal Code are amended, or additions are made thereto, to read as follows:
(A) The Finance Department shall keep a permanent, accurate account of all fees and other monies collected and received under this code, the names of the persons upon whose account the same were paid, date and amount, together with the building permit number.
(B) The fee for each permit shall be as set forth in The City of Antioch Master Fee Resolution. The determination of value shall be determined by the Building Official.
(C) Fees for inspection of various buildings and valuation per square foot of those buildings shall be determined by reference to the average cost column of the Building Valuation Data, excluding the regional modified, published in the "International Conference of Building Officials Building Standards", January/February Edition, and shall be modified yearly in accordance with each additional January/February Edition.
(D) Fees not calculated by the square foot method shall be established in the City's Master Fee Resolution.
(E) A signed copy of a contract of reconstruction may be used in lieu of valuation per square foot. On all work for which additional square footage is not added, a signed copy of the contract shall be submitted to determine valuation of work.
(F) The Building Official may authorize refunding of any fee paid hereunder, which was erroneously paid or collected. No refund shall be made for any permit costing $40 or less, or for any plan check fee. Eighty (80%) percent shall be refunded for any permit voided while it is still valid. No refund shall be made for any permit under which construction has commenced, nor for any permit, which has become voided by the passage of time.
