§ 5-10.101 UNLAWFUL ON PUBLIC WAYS.
   It shall be unlawful for any person to loiter, stand, or sit in or upon any public highway, alley, sidewalk, or crosswalk in the city so as to in any manner hinder or obstruct the free passage therein or thereon of persons or of vehicles passing along the same, or so as to in any manner annoy or molest persons passing along the same, or for the purpose of threatening, compelling, coercing, or intimidating any person to refrain from engaging, continuing, or seeking any lawful employment or occupation.
