§ 5-2.101 RULES AND REGULATIONS.
   All persons desiring to broadcast from airplanes or aircraft over the city by means of sound amplifiers or loudspeakers or the purpose of advertising from the air or the calling of the public's attention to the happening of certain events shall conform to the following rules and regulations:
   (A)   Hours permitted. No broadcasting from the air shall start before the hour of 9:00 a.m. and shall cease at sundown; provided, however, no broad-casting shall be given on Sundays.
   (B)   Civil Aeronautics Administration rules. All flying conducted over the city shall be in accordance with the rules of the Civil Aeronautics Administra-tion.
   (C)   Broadcasts over hospitals and outdoor concerts. No broadcasting shall be done over hospitals, outdoor concerts, or similar entertainments.
   (D)   License fees. All persons desiring to broadcast from the air over the city shall pay, at the licensee's option, a yearly license fee in an amount to be determined by resolution, payable on the first day of July of each year, or a monthly license fee in an amount to be determined by resolution, payable on the first day of each and every month.
