§ 4-11.11 STREET CLOSURES.
   (A)   Closures authorized. The City Engineer may authorize the temporary closing of any street or portion of street for celebrations, parades, local special events and other similar purposes when, in his or her opinion, the closing is necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing.
   (B)   Event sponsors. Sponsors of celebrations, parades, local special events and other similar purposes may authorize selected vendors and concessionaires to operate within the area of the street closure for the convenience of the visiting public. Event sponsors are authorized to charge a fee to such vendors and concessionaires so as to assist in the recovery of costs for sponsoring the event, including costs of liability insurance, utilities, security, barricades and other costs, and for fund-raising. Event sponsors may limit the type of vendors and concessionaires so as to prevent an undue saturation of any one type of goods or services being vended or displayed.
   (C)   Business licenses. Event sponsors may be authorized by the Finance Director to collect business license fees from all vendors and concessionaires and to issue event badges, certificates or other evidence of having paid the business license fee. All business license fees shall be promptly paid by the event sponsor to the Finance Director on behalf of the city. All authorized vendors and concessionaires shall prominently display the badge, certificate, or other evidence of having paid the business license fee while participating in the special event.
   (D)   Unauthorized vending. No person shall sell, vend or otherwise offer for sale any goods, food or beverage, or advertise services, on the street or parking lots at any special event in the area of the street closure without having paid the business license fee and the vendor or concessionaire fee charged by the event sponsor and without displaying the badge, certificate or other evidence of having paid same.
