Any permit for a parade or motorcade may be summarily revoked by the Chief of Police at any time where, by reason of disaster, public calamity, riot, or other similar emergency, the safety of the public or property requires such revocation. The Chief of Police may also revoke such permit for any material failure to comply with the conditions attached to such permit. Notice of revocation shall be delivered in writing to the permittee by personal service or by certified mail delivered to the address specified on the application.
