No person shall knowingly join or participate in any parade or motorcade which has a valid permit issued by the Chief of Police in violation of any of the terms of such permit, nor shall any person knowingly join or participate in any such parade or motorcade without the written consent of the holder of the permit, nor shall any person in any manner interfere with the progress or orderly conduct of such parade or motorcade.
