§ 4-9.03 DEFINITION.
   For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   VEHICLE. A device by which any person or property may be propelled, moved, driven, or drawn from one place to another, excepting a device moved by human power.
