The Council hereby finds and determines that the use of minibikes, motorcycles, go-carts, and other motor vehicles has substantially increased during the past year; that the use of such vehicles in public park and recreational areas by juveniles and adults has become so frequent that it constitutes an immediate hazard to the public peace, safety, and welfare; that prior to, during the course of, and after the conclusion of sporting events, picnics and other recreational activities, and while many people are concentrated in and around such areas, operators of vehicles frequently drive and operate their vehicles in and around such areas and so close to other motorists and non-motorists as to constitute an immediate danger to the public peace, safety, and welfare; and that it is urgent that such activities be immediately prohibited.
