The Chief of Police is hereby granted the authority to approve the temporary closing of portions of streets for block parties when, in his opinion, the closing is necessary to protect the safety of persons who are to use such portion of the street during the event. Any such temporary closing shall abide by rules and regulations promulgated by the City Manager.
