§ 4-5.411.1 ENFORCEMENT ON PRIVATE STREETS NOT OPEN TO PUBLIC USE.
   (A)   The Council hereby finds that the facilities listed in this section are privately owned and maintained roads that are not generally held open for use of the public for purposes of vehicular travel, but, by reason of their proximity to or connection with highways, the interests of any residents residing along the roads and the motoring public will best be served by application of this provision of the California Vehicle Code to those roads or streets. The enforce-ment officers of the city are hereby authorized to enforce the provisions of the California Vehicle Code and of this chapter upon such designated facilities, all pursuant to Cal. Veh. Code § 21107.7.
   (B)   This section shall not be effective until appropriate signs are erected at the entrance to the road of sufficient size, shape and color as to be readily legible during daylight hours from a distance of 100 feet to the effect that the road is subject to the provisions of the California Vehicle Code.
   (C)   The following privately owned streets are designated for enforcement:
      (1)   Madrid Lane;
      (2)   Alleyways of the Contra Loma Estates Complex;
      (3)   Alleyway immediately westerly of Antioch Police Facility which intersects with W. 4th Street; and
      (4)   All streets within the Laurel Ranch subdivision (PW 698).
