In this title, the following words have the meanings indicated.
(1) "Board" means the Board of Supervisors of Elections of Anne Arundel County.
(2) "Contribution" means the gift, transfer, or promise of a gift or transfer of money, goods, services, or other things of value.
(3) "Expenditure" means any gift, transfer, disbursement, or promise of money or other thing of value.
(4) "Person" includes a partisan organization, political agent, political committee, party, or political party, as defined by the Election Law Article, § 1-101, of the State Code, and an organization or association that promotes or assists in the promotion of petitioning an ordinance or part of an ordinance to referendum.
(5) "Petition" means a paper containing the signatures of registered voters requesting that an ordinance or part of an ordinance be submitted to the voters for approval or rejection.
