§ 3-1-105. Adoption of rules of practice and procedure.
   (a)   Adoption. After a public session to consider the proposed rules or amendments, the Board of Appeals shall adopt and periodically amend rules of practice and procedure.
   (b)   Notice. The Board of Appeals shall give reasonable notice of the date, time, and place of the public session and the category of rule or amendment to be considered at the session.
   (c)   Review of rules. In addition to periodically amending the rules as the need arises, the Board of Appeals shall conduct, in public sessions, a comprehensive review of its rules within 60 days of the commencement of the third year of its term.
   (d)   Submission to County Council. Whenever the Board of Appeals submits a rule or an amendment to a rule to the County Council for approval, the submission shall specify the date of adoption by the Board and the purpose to be achieved by the rule or amendment.
   (e)   Publication. After they are approved by the County Council, the rules of the Board of Appeals shall be published as an appendix to this Code and shall be supplemented and annotated as appropriate.
