§ 2-3-101. Deeds in the Sixth Assessment District.
   (a)   Submittal to clerk. Before submitting a deed for the conveyance of real property in the Sixth Assessment District to the Clerk of the Circuit Court for recordation, a person shall submit the deed to the Finance Office of the City of Annapolis.
   (b)   Certification by City Finance Office. If all public taxes, assessments and charges, including water charges, due to the City of Annapolis on the property for the current and all prior years have been paid, the City Finance Office shall so certify on the deed.
   (c)   No recordation without certification. The Clerk of the Circuit Court may not accept a deed for recordation unless the deed has a certification from the City Finance Office that all water charges for the property being transferred have been paid.
