The Director of Public Works shall:
(1) be an engineering graduate of a college or university of recognized standing and a registered professional engineer of demonstrated ability in management of public works; or
(2) have an equivalent combination of acceptable education and experience; and
(3) have had responsible charge of engineering works over a period of at least five years.
