The County Council shall establish pension benefits for County employees who are not covered by the Maryland State Retirement and Pension Systems and are in the classified service. The County Council may establish pension benefits for any or all employees who are not covered by the Maryland State Retirement and Pension Systems and are not in the classified service. Pension plans shall be funded and benefits shall be based upon an actuarial reserve pension plan which assures the payment of benefits for all present and future pension eligibles by the prepayment of calculated insurance risks. Alternately, or in conjunction with such an actuarially sound plan, the Council is authorized to place such employees under the Maryland State Retirement and Pension Systems or Title II of the Federal Social Security Act or both.
