The Department of Education shall consist of the County Board of Education, the Superintendent of Schools, and all other officers, agents and employees in the County public school system. The Board of Education shall be constituted and shall do and perform such duties and functions as may from time to time be provided by State law. All references in this Charter to the head of an office or department shall be construed as including the Superintendent of Schools as head of the Department of Education, but nothing in this Charter contained shall be held or construed as affecting or in anywise changing the organization, operation and administration of the County school system by the Board of Education as provided by public general law.
