The Office of Detention Facilities shall be administered by the Superintendent of Detention Facilities, who shall be appointed by the Chief Administrative Officer solely on the basis of the individual’s qualifications for the duties of the office. The Superintendent of Detention Facilities shall be responsible directly to the Chief Administrative Officer.
