The Office of Finance shall be administered by the Controller, who shall be appointed on the basis of their knowledge and experience in governmental accounting and financial administration, of which at least five years shall be in an executive or supervisory capacity, and their demonstrated capacity to discharge the duties set forth in Sections 512 and 513 of this Charter. The Controller shall be responsible directly to the Chief Administrative Officer.
