Sec. 302. Officers.
   (a)   Presiding Officer. The County Council at its regular meeting or session in December of each year shall elect from its membership a Chair and a Vice Chair. The Chair, or in their absence the Vice Chair, shall preside at all meetings and legislative sessions. In the event of the death, resignation, or disqualification of the Chair, the Vice Chair shall serve as Chair until a new Chair is elected as provided in this section. On all questions before the County Council the Chair and Vice Chair shall have and may exercise the vote to which each is entitled as a Councilmember. In the event of the absence of both the Chair and Vice Chair, the members present, shall select one of their member to act as Chair pro tem, who, while so acting shall have all the authority and voting rights of the Chair.
   (b)   Other Officers and Duties. There shall be an Administrative Officer to the County Council, appointed by the County Council, who shall keep minutes of its meetings and maintain its Journal. There may be such other officers of the County Council as may be provided in its Rules of Procedure. Officers of the Council shall perform duties and functions not inconsistent with those assigned to the legislative branch by this Charter or the Rules of Procedure of the Council.
