Each member of the County Council shall be paid after consideration of the recommendations of the Salary Standard Commission adopted by ordinance of the County Council in full compensation for all services required by law or by this Charter to be performed by the members of the County Council. No member of the County Council shall be entitled to any other allowance of any kind, except, subject to approval of the Council, actual necessary expenses incurred in representing the County beyond the geographical boundaries thereof.
