Sec. 203. Term of office.
   Each member of the County Council shall hold office for a term of four years commencing on the first Monday in December following election, or as soon thereafter as practicable, and shall enter upon the duties of the office immediately upon qualification and serve until a successor shall qualify. No Council member may serve more than three consecutive terms.
