(a) Applicability. This subtitle applies to plumbing, private and semipublic sewage disposal system construction, private water distribution systems, private sewage collection systems, and private storm drain collection systems, including work authorized to be performed by utility contractors under § 11-4-604 of this Code, done in any building or on any public or private property within the County.
(b) Disposal system contractors. In referring to disposal system contractors, this subtitle applies to that portion of the disposal system contracting that includes installing septic tanks, drywells, drainfield systems, and semi-public package sewage disposal systems.
