Whenever water service has been turned off in accordance with § 13-5-810, and if the charges remain unpaid 60 days after the billing date, a service charge of $50 shall be paid in order to restore service after the payment of the previously unpaid charges. Whenever water service has been turned off in accordance with § 13-5-108, a service charge of $50 shall be paid to restore service after compliance with § 13-5-108.
