No later than 60 days before the end of the fiscal year, the County Executive shall report to the County Council on the rates for metered and unmetered water and wastewater service. The report shall state any anticipated operating deficit for the current fiscal year; the estimated operating expenses of the water and wastewater utility for the ensuing fiscal year; and any recommended changes in the rates to maintain a minimum of two months of budgeted operating expenditures for the ensuing fiscal year in the unrestricted net assets of the water and wastewater utility fund.
