In this subtitle, "special benefit charge" means annual charges levied on properties that are or can be connected to the County water distribution system or the County wastewater collection system, or to both systems, at rates calculated as provided in this subtitle to produce all or part of the revenues necessary to enable the County to meet the debt service payments anticipated in the current expense budget.
