The Department shall provide for each property abutting on a road or right-of-way in which a water main or wastewater main is laid a water or wastewater service access connection. The access connection shall be constructed by and at the sole expense of the Department. If a connection is made, the owner of the property connected shall pay to the County all charges required by this article before connection to the system.
