§ 13-5-103. Department to control facilities; rules and regulations.

   The Department shall exercise control of publicly owned water and wastewater facilities in the County. On recommendation of the Director and approval by the County Council, the Department may adopt rules and regulations governing the use and conservation of publicly owned water and wastewater facilities.
