§ 13-3-102. Scope.

   This title governs all occupancy, use, and activity in a right-of-way other than occupancy, use, or activity:

      (1)   by the County unless expressly so stated;

      (2)   governed by a permit issued by the Department of Inspections and Permits; or

      (3)   governed by a public works agreement.
