A person may not construct, reconstruct, repair, grade, improve, or maintain a public road, bridge, or sidewalk unless the construction, reconstruction, repair, improvement, grading, or maintenance complies with all applicable law, regulations, the Design Manual, and the County's Standard Specifications and Details for Construction.
