§ 13-1-108. Civil enforcement.
   (a)   Generally. The County may enforce the provisions of this article through injunctive proceedings, an action for specific performance, or any other appropriate proceedings.
   (b)   Civil fines and damages. It is a Class B civil offense to violate the provisions of this article relating to wastewater discharge. In addition, a person who violates the wastewater discharge requirements of this article, who discharges or causes a discharge producing a deposit or obstruction, or who causes damage to or impairs the County system is liable to the County for any expenses, loss, or damage caused by the violation, including court costs and attorneys' fees. It is a Class C civil offense to violate the provisions of this article relating to permits for the use of County rights-of-way. It is a Class D civil offense to violate any other provision of this article.
   (c)   Remedies cumulative. The remedies available under this section are cumulative and not exclusive.
