(a) Generally. A pawnbroker may not transfer or dispose of property for a period of 30 days after the date upon which the transaction was reported to the Police Department, except that the property may be redeemed or repurchased with the original pawn ticket by the person who pawned the property or by that person's authorized agent.
(b) Stolen items. If an item located in a pawnshop has been identified as having been stolen, the pawnbroker shall release the item without payment or reimbursement to the Police Department on written demand signed by the Chief of Police or the designee of the Chief of Police. The item shall be returned to the pawnbroker if the identification is proven erroneous.
