For the purposes of licensure approval and periodic inspection of hotels, the Health Officer and the Director shall have the right of entry upon reasonable notice to all common areas, all food preparation and food service areas, and all units. Each hotel shall be inspected by the Director or the Health Officer at least once every two years. The areas of inspection, the number and types of units inspected and the frequency of inspection shall be based on criteria established by the Director and the Health Officer.
