This subtitle applies to all plumbing, private and semi-public sewage disposal system construction, private water distribution systems, private sewage collection systems, and private storm drain collection systems, including work authorized to be performed by utility contractors under this subtitle, done in any structure or on any public or private property in the County. This subtitle also applies only to that portion of disposal systems contracting that includes installing septic tanks, drywells, drainfield systems, and semi- public package sewage disposal systems.
