The Department is not required to make an investigation before the issuance of a license and may refuse to issue or renew a license on the basis of the facts disclosed on the application. The Department may deny, refuse to renew, or revoke a license if it finds that the activity authorized by the license at the proposed premises will create a nuisance or be detrimental to the peace and welfare of the community.
