(a) County inspection authorized. The County may inspect all cable system facilities and conduct any tests that the County deems necessary to ensure compliance with the terms of this article, the franchise agreement, and other pertinent provisions of law. If a test is to be conducted at a location other than a subscriber's premises, the County shall first provide the franchisee with an opportunity to approve the test or type of test, which approval shall not unreasonably be withheld, conditioned, or delayed.
(b) Franchisee to permit County inspection and tests. A franchisee shall allow the County to make inspections and conduct tests at any time on at least ten days' notice or, in case of an emergency, on demand without prior notice, to allow the County to verify the accuracy of any submitted report.
