In this title, the following words have the meanings indicated.
(1) "Landlord" means a person who owns, leases, controls, or manages a multiple-dwelling unit.
(2) "Multiple-dwelling unit" means a dwelling containing more than two dwelling units or a non-owner-occupied dwelling containing two units, but does not include a structure or group of structures having living or sleeping accommodations used primarily for transient occupancy.
