A franchisee having 45,000 or more subscribers in the County shall have at least one local office located within the County or, with the Information Technology Officer's consent, which shall not be unreasonably withheld, in another convenient location that is open during normal business hours to accept subscriber bill payments, service requests, and complaints, and for distribution and acceptance of equipment. At all times, a franchisee shall provide for the delivery, exchange, or retrieval of equipment by dispatching a representative of the franchisee to the subscriber's premises, using a pre-paid mailer, or establishing locations.
