§ 10-8-109. Escrow account during pendency of complaint.
   The Information Technology Officer may establish an escrow account into which a subscriber may deposit a disputed portion of the subscriber's monthly service charge, unless the franchisee's own rules allow the subscriber to withhold payment of any disputed amounts. If a subscriber continues to make full and timely payment of all monthly service charges to the franchisee, the subscriber deposits any disputed portions of the monthly service charges into an escrow account, or the franchisee's own rules allow the subscriber to withhold payment of any disputed amounts, then the franchisee may not discontinue service during the pendency of a complaint submitted under the provisions of this title. Any amount deposited in the escrow account shall be paid to the franchisee or the subscriber in accordance with the Information Technology Officer's final decision on a complaint.
