(a) Intent. The County intends to ensure that PEG access facilities are managed in the public interest and that programming using public access channels is open to all residents and available for all forms of public expression, community information, and debate of public issues.
(b) Delegation of responsibilities. The County may delegate the responsibility for PEG access channels or facility management to a nonprofit entity that it designates or establishes, including a nonprofit public corporation, a PEG access facility management commission or committee that is appointed by the County Executive and represents a broad spectrum of the community, or an established nonprofit entity with special cable-casting capability, such as a local or regional college or university.
