(a) Standards. A cable system shall meet all applicable technical and performance standards.
(b) Evaluation. If the Information Technology Officer has information that gives the Information Technology Officer reason to believe that all or part of the cable system does not meet the technical standards incorporated into the franchise agreement, no more than once every three years and after consultation with the franchisee, the Information Technology Officer may appoint a qualified independent engineer to evaluate and verify the technical performance of the system. The cost of the evaluation shall be borne equally by the County and the franchisee.
