(a) County authorization. The Information Technology Officer may issue a license, easement, or other permit to a person to allow the person to traverse a portion of the public right-of-way for which that person does not hold a franchise in order to provide service outside the County or to provide service to another franchise area within the County.
(b) Limitation on authorization. Unless a franchise is granted in accordance with this article, a license, easement, or permit issued under subsection (a) does not authorize that person to provide cable service in the County or to render service or connect a subscriber in the area being traversed.
