(a) Informal renewal proceedings. The provisions of this section constitute the informal renewal proceedings set forth in 47 U.S.C. § 546(h).
(b) Submission of negotiated renewal. Notwithstanding the formal renewal procedures mandated by the Federal Cable Communications Policy Act of 1984, a franchisee may submit to the Information Technology Officer a proposal for a negotiated renewal of the franchise at any time before the expiration of the franchise.
(c) No obligation to act. The Information Technology Officer has no obligation to act upon a proposal for a negotiated renewal submitted under this section.
