(a) Requirements. A proposal for renewal submitted by a franchisee shall contain the requirements specified by the request for renewal proposal, and the Information Technology Officer may reject any proposal for renewal that omits any of these requirements.
(b) Public notice; referral to County Council. On receipt by the Information Technology Officer of a proposal for renewal that meets the requirements of the request for renewal proposal, the Officer shall furnish prompt public notice of the proposal for renewal, review the proposal for renewal, and refer the proposal for renewal to the County Council with the Officer's recommendation for approval or rejection.
