The County may:
(1) administer and enforce the provisions of this article and franchise agreements;
(2) coordinate the operation of PEG access facilities;
(3) provide technical, programming, and operational support to public agency users, such as government departments, schools, and health care institutions;
(4) establish procedures and standards for the use of PEG channels or for the sharing of public facilities, either in the franchise agreement or otherwise by mutual agreement;
(5) plan expansion and growth of services;
(6) analyze the potential for integrating cable systems with other local, State, or national telecommunications networks;
(7) formulate and recommend long-range telecommunications policy; and
(8) take other actions in furtherance of the purposes of this article.
