§ 8-1-105. Powers and duties of Purchasing Agent.
   (a)   Duties. The Purchasing Agent shall:
      (1)   supervise and control all County warehouses and storerooms, except storerooms as may be set up to meet the needs of individual using agencies, direct the activities of personnel assigned, and control and account for the goods stocked;
      (2)   on or before October 1 of each year, submit to the Council, through the Central Services Officer, the Chief Administrative Officer, and the County Executive, a report summarizing the County's purchasing activities for the previous fiscal year and the progress in carrying out this title;
      (3)   cause using agencies to report in advance as to their requirements in order to secure quantity discounts by the grouping of requisitions and bulk buying whenever practicable; and
      (4)   perform the additional purchasing duties assigned by the Central Services Officer.
   (b)   Using agencies. Using agencies shall inspect and certify delivery of goods and supervise and determine proper performance of services in accordance with the Purchasing Regulations.
   (c)   Assistant Purchasing Agent. The Purchasing Agent may delegate to the Assistant Purchasing Agent the power to act as Purchasing Agent for a specific time period or under specific circumstances.
