(a) Generally. The Ethics Commission shall:
(1) except as otherwise expressly provided in this title, administer the provisions of this article;
(2) prescribe and provide forms for each document required by this article;
(3) retain as a public record each document filed with the Ethics Commission for at least four years after receipt;
(4) periodically review the adequacy of public ethics laws and propose any amendments that it finds necessary or desirable;
(6) publish and make available to the public and to persons subject to this article in the Commission's choice of format, including electronically, information that explains the provisions of this article, the duties imposed by it, and the means for enforcing it;
(7) provide a training course for County employees of at least one hour on the requirements of the public ethics law; and
(8) submit to the County Executive and the County Council an annual report, including a description of its activities.
(b) List of entities doing business with the County.
(1) The Ethics Commission shall:
(i) maintain in the Commission's choice of format, including electronically, an alphabetized list of entities doing business with the County, as defined in § 7-1-101(7), during the preceding calendar year; and
(ii) make information from the list available to individuals required to file a statement under Title 6.
(2) The list prepared under subsection (b)(1) shall be available for public inspection, in the Commission's choice of format, including electronically, by March 1 of each year.
(3) On request of the Ethics Commission, an employee or governmental unit shall provide to the Ethics Commission in a timely manner any information necessary for the Ethics Commission to perform its duties under this subsection.
