To ensure the exercise of employees' rights and to ensure the effective implementation of this title, the Personnel Board shall adopt the procedures and regulations necessary and administratively feasible to implement this title. The Personnel Board shall conduct at least one public hearing regarding the procedures and regulations before their final adoption and implementation.
