The Personnel Officer may establish and administer a deferred compensation program; enter into a voluntary written agreement with an employee to defer a portion of the employee's compensation; adopt a master plan for the deferred compensation program; adopt the rules and regulations necessary for the deferred compensation program; and negotiate with a private person to provide consolidated billing services, participant enrollment services, participant accounts, and other related services as plan administrator.
